This ticket refers to Openstack Designate and powerdns for Cloud VPS.

We currently have little to no monitoring related to how our DNS servers are operating and performing.

Some examples of things that would be good to observe:

• basic performance metrics, like recursive DNS mean response time
• basic failure metrics, like if a percentage of failed recursive DNS request increases beyond a baseline
