Enable file import and importing from Commons and English Wikipedia on Foundation Governance Wiki

Description

Currently, Foundation Governance Wiki can only import from Meta-Wiki. I would like to expand this to also allow for imports from files for admins and importing from Wikimedia Commons and English Wikipedia.

The next step would be to schedule these patches for deployment in a backport window. Is there some reason that hasn't been done yet?

Not to my knowledge. Anyone is welcome to - or I will add it to next set of patches I plan on submitting later this week.
