Consider granting flow-create-board to admins

T381198 highlights that admins don't have the right to move Flow boards. It is possibly a regression as we granted this right in the past.

As we are currently archiving Flow boards to decommission this extension, we should consider:

  • how useful it would be to provide this right back to admins (we have to be sure that they won't revert the archiving work we performed)
    • at most wikis where users enabled Flow at their individual talk page, the move can very often be performed by visiting the Beta preferences page.
  • how much time would it take, compared to the fact that we are:
    • at the final stages of moving pages by script...
    • ...on wikis that have many active pages where users might request a specific name.
  • how safe it is (as in breaking things)

At the moment the few of us who have the flow-create-board are manually moving pages per users request. I do most of the job, as my name is mentioned on all messages I send to users who still use Flow.

Technically speaking, the change is very easy and quick. It would, however, allow admins to actually create flow boards, as opposed to just moving them.

So we may instead allow user to move Flow boards without flow-create-board right. This may also apply to wikis where Flow is already read-only.

You both know better than I do if move right require the create right. :)

My main concern is on any admin reverting the changes, as we can't really track it.

Anyway, stewards can create and move Flow boards anywhere.

This is not a regression. On a specific set of wikis admins have never been able to move Flow boards.
