Description

The German Wikinews would like to update its content license from CC-BY 2.5 to CC-BY-SA 4.0 (see the vote: https://de.wikinews.org/wiki/Wikinews:Pressestammtisch#c-Ankermast-20241208103400-Update_of_license_to_cc-by-4.0 ) (not done, see discussion in comments)

If this is approved to go live January 1 then there are other wikis that would also like to change per https://en.wikinews.org/wiki/Wikinews:2024_Copyright_license_upgrade/other-Wikinews#Results_all_Wikinews_projects but they (nl + ro) would like to change to BY and not BY-SA.

As the most active admin of de-WN i'm declining here - we need ineed more consensus, sorry.

It will not be possible to deploy a config change on January 1 since that's a no-deploy holiday. The earliest time this could possibly be done is January 2, 08:00 UTC.

Regarding the French Wikinews decision, I would like to confirm, as a sysop, that the community has formally chosen to adopt the CC-BY-SA 4.0 license (not CC-BY 4.0). The decision was reached through a clear voting process with no expressed opposition from the community.

While the German Wikinews discussions may have led to some internal disagreement, the French Wikinews decision is straightforward and ready to be implemented.

I am uploading a patch for French wikinews. We can do the German wikinews in a new patch once a decision is made.

I am sorry, but the German Wikinews has also decided in favour of the update, while Itu (who expressed his hesitation above) has abstained from the vote. It has been over one year since MGA73 notified the other languages about the ongoing discussion. Since then, I notified the other admins eight times, in Itu’s case even ten times. I definitely have “given an opportunity for objections” as required by the Meta page. Itu may finally form an opinion or please stay with his abstention to make the update possible per January 2 (or January 1 retroactively).

I'm sorry to see this getting complicated. There have been more than a year to discuss. Anyway if January 1 is not an option perhaps make the change the same time as ptwikinews, nlwikinews and rowikinews change? That should be on December 30.

Wouldn't it be possible to change the configuration on January 2, but edit the pages on January 1 and do the config change retroactively as I wrote above?

There's an automatic process that fills the deployment calendar every week, assuming it is the same as last week. When it isn't then confusion sometimes results.

I don't know what influence that still has, but i'm opposing the change now definitely.

Individual opposition should be expressed in the community discussion on-wiki as long as the community discussion period is/was running.
The Phabricator task is for performing the technical work after a community has decided in its community discussion that they want a configuration change.

As I have told and it has been confirmed by Conny above, we voted for the change with three (maybe four votes) in favor, and one vote against (now two), so I created the task in the belief that the decision had been made, independent from Itu still being undecided.

January 1 would be a perfect date which is why I still hope that the configuration change can be made on January 2.

Ankermast should stop declaring that DE-WN has made a clear decision by reinterpreting our discussions into a formal vote according to his personal taste.

French Wikinews copyright footer is manually written on-wiki at MediaWiki:Copyright-footer and is not connected to config variables. Since they want to use CC-BY-SA-4.0, which is the default license, there is no need for any config changes.

@DreamRimmer default for wikis is CC-BY-SA-4.0 but there is a default for wikinewses too. It is CC-BY-2.5. The reason fr.wikinews have a manual overwrite on-wiki is that the change was not deployed at January 2 as planned. So they wrote it over manually temporary.

Ah, ok, I have restored the patch. I plan to deploy it tomorrow during the UTC morning or afternoon backport window. If anyone is available, feel free to deploy it in the UTC late backport window tonight.

Also, in french Wikinews, when we use the variable « $1 » in « MediaWiki:Copyrightwarning », a link is added to « Wikinews:Copyrights », but it's a redirect. The local page is « Wikinews:Droit d'auteur ». Can we fix it with this patch or do we need to create a new task ?

I can see in https://gerrit.wikimedia.org/r/c/operations/mediawiki-config/+/1106911 that @Jdforrester-WMF
have written on Jan 06 that "This will need to be overridden for frwikinews if you're making this licence change."

I do not quite know how to resolve this but I think that the patch should implemented.

The change of license was planned to be made on January 2, but when it was delayed then local admins changed the $1/$2 to plain text so that the license change could happen as announced on wikinews. I suggested that because someone wrote somewhere that admins could just fix manually.

The plan was that when the patch was implemented a few days later then the $1/$2 should be restored.

It is clear now that the plan did not work as expected but how do we fix that?

@DreamRimmer restored the patch but also wrote about being busy and that someone else is welcome to take over. @Lolekek fixed a similar patch for enwikinews so I'm so bold to ping (and puts on the cutest smile I have).

Sorry for the delay. I have scheduled this for deployment. The next backport window is on 13th January.

This was originally scheduled for the previous Monday, but that deployment did not happen. I re-scheduled it and got it deployed today.

It's not clear to me if any other config changes are needed, so I'll leave this task open, and someone with better knowledge should close it.

I did not open this task but my suggestion is to close it. Hopefully there will be a new task in about a week to change the default license for all Wikinewses. So either dewikinews will change together with the default license or they will be mentioned in the task as an exception with a specific license.

I do not know if i or others from deWN even have influence about licence-changes that come from "above".

But MGA73 should stop iterating (inside deWN) the fakeNews initiated by ankermast about a formal vote that never has happend and a result that also not exists.
MGA73 therefore is very close to be edit-blocked at dewikinews.

I think it's highly unlikely someone will schedule a license change for dewikinews, or a sysadmin will be willing to deploy it, in the midst of this mess.

You should never have done anything in this mess. There wasn*r and there isn't any consensus and their won't be any consensus in the future to change to any BY-SA license.

I strongly condem, that the whole relicensing was done without any guidance by WMF legal considering that the change from CC-BY to CC-BY-SA is irrevocale at all. What FR, AR and the Swedish have done is poisened like the cup in the antics.

This is not about DE wikinews only but the whole systems of Wiíkinews language versions making f.ex. FR or SV useless for further usage in the EN and any other language staying at CC-BY.

This arguing on Phabricator is still unconstructive. The Wikimedia-Site-requests project on Phabricator is where things the community has already agreed to are done by the coders. It's not nornally a place to argue about the merits of the change.
