Create shortlist of reviewers
Estimate target size of PC
Prioritize/rank shortlist
Prepare invitation template
Send invites in OpenReview until target size is reached

Update:

Created a shortlist of ~200 potential reviewers (folks who have actively interacted with the Wikimedia research community in the recent past). For later reference, see this spreadsheet (internal only)
Will start to aim for a program committee of ~50 reviewers (same as for Wiki Workshop 2024)

ready to send out invitations next week

program committee is complete: we have ~70 accepted responses from invitations and 3-5 emergency reviewers
closing as completed.
