This task is still to be solved, a colon is not being prepended yet. This was tested with Mozilla Firefox version 34.0.5 on Microsoft Windows 8.1.
How to recheck:
Go to Wikipedia and try to edit a article. Click on "Link" and insert a link in the article. In the resulting link in the page, no colon is prepended.

This may have introduced a regression in T290818: Broken article categorization due to colon automatically inserted in front of category name
Reopening as T290818 reverted e76eba6b9619185cceb094c493aed2207d9d7ad1, which had resolved this issue.
I guess it should be marked as declined now, as there's no way to reconcile it with T290818.
