In T378778: Finalize permissions for submitting emergency reports, we decided to prevent usage of incident reporting from users with any active block.

We've since had one feedback requesting that this rule is changed to only consider sitewide blocks, rather than partial blocks.

This task is for product to decide what to do about this and to document the rationale.

• Re-examine the decision to prevent users with partial blocks from using incident reporting
