arwiki: create "templateeditor" user group and protection level

Description

As in new approved templateeditor policy in arwiki which approved in this poll
please:

  • create new protection level with name templateeditor
  • create new templateeditor user group with these rights:
    • templateeditor
    • editcontentmodel
    • oathauth-enable
    • tboverride
  • add templateeditor right to sysop group.
  • add templateeditor to user groups bureaucrat can add and remove.
