Mentorship: Add possibility to remove blocked mentees (users)

Description

@FriedrickMILBarbarossa has raised a good question at [[:mw:Talk:Growth#Blocked users]], and at @Milicevic01's talk page.

There are many accounts from LTA sockpuppets (GRP and others) with mentors assigned. As I can't find an option for removing mentors from (globally) blocked accounts, I'd like to suggest adding such an option (either on wiki or maintenance script or both).
