Looking at https://integration.wikimedia.org/ci/view/All%20jobs/ , there are plenty of jobs that never ran, we should most certainly delete them.

Event Timeline
I went to install the Extra Columns Jenkins plugin to create an All jobs view that shows the Last Build.
At a quick glance the job we never ran are:
- as James said, variants generated by JJB which we do not trigger from Zuul
- jobs for obsolete repositories (for example cergen is being decommissioned)
- some rarely run jobs such as deployment-charts-tox-update_version
I found some contender such as the assert-lock jobs T74952.
