Feature summary:
The purposes radio implemented in T347757 was hardcoded into the JS file for UploadWizard.
Instead it should be made configurable/disabled through $wgUploadWizardConfig like the licenses.

Benefits:

• Allow per wiki/project customization on UploadWizard behavior
• Reduce maintenance needed to update the purposes step as it is controlled by the config
