Per parent task where I need to migrate parsing-qa-02 to ctt-qa-03, we need wikitextexp quota bumped to accommodate these specs for the new VM:

Type of quota increase requested: +12 cpu, +24GiB ram
Reason: Make room to resolve T383249: Create a bookwork-imaged VM ctt-qa-03 to replace parsing-qa-03. CPU and RAM are temporary and can be reverted after that task is resolved.
