At the time of requesting new wikisource (subdomain for gu), local file upload
was requested to be disabled. We want local upload to be enabled for Sysops, so
that in rare cases, sysops can handle requests.

Asking Sam to poke his head in since there may be some policy issue here. I would have thought local file upload was *essential* for wikisource.

It looks like anyone can upload at the moment. Is this bug RESOLVED FIXED or should it be limited to admins?

I've sent a mail to Dhaval asking him to answer those questions.

It is to limit the upload by admins only.
