System Nav Bar [Design Review] - Add larger top overlay background for iPad floating tab bar

I will provide more precise designs next week, but we should add a white background to the entire width of the floating tab bar at the top to avoid overlapping the content weirdly.

Requirements
  • Match iPad floating tab bar to Figma (search icon will be done in separate task: T383831)
  • For all main views except places (Article, Explore, Search, Saved, History)
    • On scroll-down: Toolbar is sticky, Navigation and search bar disappears
    • Eng note: that could be done in T383839

After chatting with @scblr, we decided that this overlay will become invisible if we can accomplish T383759. This task is really only useful if the floating tab bar has to remain on screen upon scroll.

So I think we should do a little bit of work on T383759 first, and if it's easy to pull off, we can close this task. Let me know what you think, thanks!

I think I understand, but @scblr would you kindly represent this in Figma somewhere so I can understand what you're thinking?
