Add dso and thq to language names

Description

I want to request for including Desia and Kochila Tharu to the list of languages to appear in the dropdown for TimedText subtitles in Commons so one can add subtitles using the dropdown. Currently, there is no direct, straightforward way for a user to add subtitles. This is a similar issue like T381934: Add bfw, gju, hoc and kgg to language names.

'dso' => 'ଦେଶିଆ' (It's a part of the Odia macrolanguage. Predominantly a spoken lect, it can be written in the Odia script.)
'thq' => 'काेचिला थारु' (a part of Tharu languages)

Kochila Tharu subtitles such as [https://commons.wikimedia.org/wiki/TimedText:Morangesari_folk_song_Eastern_Tharu.webm.hi.srt this] are currently incorrectly tagged as Hindi despite Kochila Tharu having an ISO code.

I'll be uploading vidoes of Eastern Tharu folk songs, riddles, traditional medicines and tattoos soon to Wikimedia Commons and would like to inclide Kochila Tharu in the TimedText.

@Sanjib_Chaudhary , @psubhashish1 both language codes are enabled in Timedtext

I will let this task open if @Jdforrester-WMF would add above languages to ZNaturalLanguages - data/definitions/naturalLanguages.json

These still need to be added to LocalNamesEn.php in the CLDR extension, to the language-data repository, and (for consistency) to WikibaseContentLanguages.php in the Wikibase extension.
