Background
On the apps, short descriptions for articles are displayed below the title. When a user is reading an article and there is no article description yet added, a prompt is displayed to add one. We've heard feedback on wiki and on phabricator with suggestions on changes that could be made to improve the quality of short descriptions being added to English Wikipedia.
We have identified several long-term improvements, but the first step we will take is to unify the guidance for character lengths across both apps.
On iOS, users receive a warning when the text exceed 90 characters

- Show 90 characters as the limit for English
- Display error to users on Android who enter more than 90 characters
