LiquidThreads sunsetting timeline and sequence

Description

This task involves the work of converging on a sequence and timeline in which the Editing Team, in collaboration with volunteers and projects, will undeploy LiquidThreads. We will use the term "LQT", unless noted.

In T381906: Decide how to make Liquid Threads "read only" it was decided to convert LQT contents into Flow contents. Then, all Flow contents would be converted at the same time.

Event Timeline

This ticket has become somewhat detached from its child ticket, T388099: Inform ptwikibooks of LQT and Flow removal plan and timing, where most of the discussion has been happening, as well as quite a bit of work on T397426: Implement bulk fixes on ptwikibooks before that was broken into another ticket.

I have:

  1. Added a new step #3, implementing the fixes in T397426: Implement bulk fixes on ptwikibooks
  2. Removed #6 (fix migration issues) as I think it's covered by the current #6 (Check the conversion of LQT contents into Flow contents, fix conversion issues)
  3. Added #7 (setting LQT to frozen)
  4. Altered #8 to add the archiving process.
  5. Added archival of Flow boards (if appropriate)

I think the following changes are also necessary:

  1. Remove #1, T382435: Check on how the LQT->Flow conversion script works as we think it is not necessary
  2. Consider removing #4, Volunteers manually move active LQT boards to sub-pages, as archives

I'm going to clean up the ptwikibooks child ticket a little to refocus it on notifying the community.

I've come in a bit heavy-handed: of course this is the ticket for _all_ LQT wikis, not just ptwikibooks. I've taken out the ptwikibooks-specific things from the description again – sorry about that, and the spam.
