Description

Because of the different ways that Parsoid and legacy use strip markers, the exact "include sizes" computed by Parsoid and legacy differ. This means that certain pages which used to parse under the include size limits don't, and probably vice-versa.

Discovered during work on T380758; shows up again in T382860, expected to continue to recur. A special case of T254508: Reconcile Parsoid memory usage w/ legacy parser and mediawiki core (see also its child tasks).
