Decide what to do with SUL attached Wikitech accounts that Bitu associates with a different SUL account

Description

While processing Wikitech account renames indicated by OAuth data collected by Striker and Bitu I found a set of Wikitech accounts that have already been attached to SUL prior to being renamed. There is nothing technical wrong with this account state, but it is unclear how many of the users deliberately chose to SUL attach the legacy Developer account name on Wikitech vs how many became confused by the intermediate state login process and accidentally attached to SUL before renaming.

Because we have a list of Wikitech usernames for the accounts in this state we can actually ask each of them about intent vs accident on their talk page. For ease of processing the talk page messages will ask the user to comment on this Phabricator task if they would like to see their Wikitech account detached from SUL, renamed to match the different SUL account claimed via Bitu, and then re-attached to SUL.

Affected users have been notified with talk page messages like https://wikitech.wikimedia.org/w/index.php?title=User_talk:Aklapper&diff=prev&oldid=2270219.

@bd808 plans to process the requested detach+rename+attach changes on or before 2025-02-24. 2025-02-24 will be the last possible date for changing these accounts without instead performing a usurping SUL account rename.

  • The rename can be done with https://wikitech.wikimedia.org/wiki/Special:RenameUser
  • After being renamed it may be necessary to attach the renamed account to SUL using mwscript extensions/CentralAuth/maintenance/attachAccount.php --wiki=labswiki --userlist usernames.txt

Accounts can't be deleted either. The closest thing is to vanish it by renaming to a random string and locking it.
