Implement language converter for Belarusian (be, be-tarask)

Description

Belarusian uses two scripts: Cyrillic and Latin. People have been trying to get a Wikipedia for Łacinka made; and some people have even took it upon themselves to make Wikipedias in Belarusian Latin. Seemingly very popular. Good idea to add it.
