What is the problem?

Already translate both in zh-cn and zh-tw, but only the zh-cn appear when switch language

The thumbnail of the zh-tw of the other version is also wrong, wrongly generating the zh-cn instead of the zh-tw version

Steps to reproduce problem

1. Translate in zh-tw of https://commons.wikimedia.org/wiki/File:Italian_East_Africa_(1938%E2%80%931941).svg using SVG translate tool
2. Translate in zh-cn
3. open the common link and switch to zh-tw

Expected behavior:It should displace zh-hant-tw terms and characters
Observed behavior:Only showing zh-hans-cn terms and characters
