Feature summary: < ref is not working as expected if there is whitespace(s) between < and ref

Use case(s): Look Agricultural_machinery. There is < ref name= ":1"/> instead of reference.

rev 12934: FixReferenceTags to handle "< ref name" whitespace too.

Will be in next release of AWB.
