This is a duplicate with abusefilter group already existed in several wikis. Per T139246: Migrate local group names to WikimediaMessages the newly created abusefilter-editor group should be renamed to abusefilter instead.
Also having two groups in WikimediaMessage with same name causes issue: T361695: The log type {log_type_one} has the same translation as {log_type_two} for {lang}. {log_type_one} will not be displayed in the drop down menu on Special:Log..

@Yiming Would the community be willing to change the group name from "abusefilter-editor" to "abusefilter"? I believe it would not bother the Chinese name 滥用过滤器编辑者 anyway.
