FixSyntax already "Removes empty <gallery>, <center>, <blockquote>, <sub> or <sup> tags".
This request is to remove empty <nowiki> tags as well.

In [[Economy of Egypt]], genfixes moves <nowiki></nowiki> from above the infobox to below the infobox.

Benefits (why should this be implemented?):
Instead of moving around an empty pair of tags that does nothing, AWB should simply remove it, like it does for other tags.
