Notes: Scenario 1 is enabling registration & adding dashboard - in this case, we can proceed and just let the organizer know that the dashboard is down and that they should try to enable it later. I recommend this approach. Scenario 2 is for editing event registration and then adding the dashboard, if it fails, i think we should do the same thing as when you are enabling it - i.e., the dashboard is down, but they can edit all other aspects of event registration.
