[Investigation] Add a top level Attribution Element

Description

To the end of supporting the foundation's larger attribution mission with a reusers oriented proof of concept, we need to investigate adding a Top Level Attribution element to our structured contents.
Attribution element will contain data about the article and not necessarily the content of the article.
