'High rate of matches' notification is confusingly worded

Today I received the following notification:

The abuse filter 1,345 you recently edited had a high rate of matches but no actions were automatically disabled.

I had to read this a few times to figure out what it meant, and I'm still not entirely sure. I take it to mean that there was a high number of hits on filter 1345, but not so many that the condition limit was reached and any actions were therefore not taken. Is "but no actions were automatically disabled" a necessary part of this notification? Maybe it should just tell me if actions were disabled?

I've just spotted that I got the following email too, which leaves me even more confused - was it throttled or not?

perhaps linking the notification to https://www.mediawiki.org/wiki/Extension:AbuseFilter#Emergency_throttling would be helpful? Essentially only actions like "block", "blockautopromote" or "degroup" will be disabled when a filter is throttled, warn and disallow (the most common actions) will still work as usual.

Thanks for explaining. I wonder if the better solution would just be to only send this notification if a relevant action has been disabled, or to at least leave out the 'no actions were disabled' part. i.e. just tell me if some actions were disabled, telling me nothing changed is the confusing part, I think.
