Wikipedia central page (https://www.wikipedia.org) fails to load with Too Many Redirects error

Steps to replicate the issue (include links if applicable):

What happens?:
For some reason, the page responds with 301 Moved Permanently pointing to the same URL, which causes a cyclic redirect error.

What should have happened instead?:
Page should open.

Other information (browser name/version, screenshots, etc.):
Happens in Google Chrome and Microsoft Edge (reported by me) and Mozilla Firefox (reported by another user). Happens even if cache is disabled.

Hmmm.... for some reason, I can't personally reproduce the issue when visiting the page normally. But I can reproduce with WikimediaDebug turned on.

I can also reproduce with a VPN turned on. Maybe a datacentre closer to me is currently caching the working version of the page.

Note: this only affects http://www.wikipedia.org the rest of the sites are ok (eg: http://en.wikipedia.org works normally)

We believe the issue to be fixed, can someone confirm they can now access http://www.wikipedia.org when before they couldn't?

Closing as fixed, but this will require a good report of everything that went bad. Preliminary causes point to a missconfiguration of Apache redirects, that didn't got caught immediately due to caching. But a more definitive incident report will be written and available at https://wikitech.wikimedia.org/wiki/Incident_status
