[SPIKE] Investigate feasibility of adapting Edit Check for article creation

Description

For years, volunteers and staff have been exploring a question that's something like: How might we offer newcomers a workflow/experience that is effective in guiding them to publish new articles they are proud of and experienced volunteers (specifically, New Page Reviewers) consider fit to be published in Wikipedia?

This task attempts to build on this long lineage of thinking and work by exploring how/if the Edit Check system could be adapted and extended to enable this kind of article creation experience.
