Follow-up on T382949: Create a page using codex to manage aggregate groups

Scope:

  1. Make the Codex version the default and keep support for the legacy version for 2 weeks.
  2. Announce
  3. If no issues reported, remove support for the older version.

At the same time, the FIXME at rETRA resources/src/ext.translate.aggregategroups.refresh/components/AggregateGroupDialog.vue:42 (at e972fff149b9) should be addressed. Trailing colons should also be removed, as Codex uses no trailing colons (see examples on https://doc.wikimedia.org/codex/latest/components/demos/field.html).
