Minerva's language selector suggests translating an article into Norwegian Bokmål even though an article already exists

Description

Steps to replicate the issue (include links if applicable):

  • Have {{#babel:nb|no}} on your user page and/or set your browser's accept-language header to include both nb and no, like mine: nb,nn;q=0.8,no;q=0.6,se;q=0.4,en;q=0.2
  • On mobile web, visit an article on the English Wikipedia that already has a translation into Norwegian Bokmål. Example: https://en.m.wikipedia.org/wiki/Podiatrist
  • Click/tap the language icon

What happens?:

  • In the "Suggested languages" field, this appears:

Norwegian Bokmål appears in the list of suggested languages, while the CX entrypoint also thinks it is missing in Norwegian Bokmål.

What should have happened instead?:

  • When the article exists in Norwegian Bokmål, that language shouldn't be listed as missing an article.

Thematically similar to T306508, which I just reopened a few days ago. Might be the same underlying cause?
