With IPoid setup, IPInfo displays an "Users on this IP" field that is a mapping for Spur's client.count field. This is documented as the number of devices observed on this IP on average per day.
The use of the word "user" in the label here is unfortunate because it leads people to assume the field holds a count of Wikimedia users rather than generic clients or devices.
Update the wording to say "Unique devices on this IP" or similar instead.

I'd say let's go with Spur's definition:
Average number of clients observed per day
but add an additional qualification:
Average number of clients observed per day on this IP, according to Spur.us data

I suggest we keep the title as short as possible. Does the client count always map to unique device? If so then I like @mszabo's title suggestion Unique devices
Ah, right, we just want to update the label. Hmm. Sure, "Unique devices" or "Unique device count" would work, IMO
"Unique devices" may still be ambigous since this field is the number of potential devices used by an IP as estimated by Spur, not the number of different devices used to edit or view any (or some) Wikimedia wikis.
As I brought this up on the zhwiki VP (which probably led to this ticket?), I'll give my two cents here.
The label "Users on this IP" and the description "all activity from this IP address" would seem to have a connotation that it will include the activity of registered users from this IP address. If I'm not mistaken from the above information, Spur tracks the number of unique devices on the IP address, and it doesn't matter if the IPs are editing or viewing Wikimedia at all. I believe that clarification must be made about "this number is unrelated to Wikimedia accounts", and simply changing it to "unique devices" does not address the confusion.
I discussed this with @Niharika and we came up with these options for the short name:
