This task involves the work of making it possible for volunteers to see, on a per-edit basis, why someone declined to add a reference when Reference Check invited them to do so.

This task emerged in response to needing to deprecate the current approach in order create the potential for people to see multiple Reference Checks within a single edit via (T379131).
