I tested this on translatewiki.net. If I try to make and edit there, the message "You need translation rights to translate messages. Get permission" is displayed.

This ticket needs more information.

translatewiki.net does not allow anonymous edits. mediawiki.org does but I think this task is still no longer relevant because of temp accounts.

@Nikerabbit Think or know? In the former case TestMe is still relevant ;)

I know that temp accounts are enabled on mw.org, but I am not sure what mediawiki default for third parties.

Per https://www.mediawiki.org/wiki/Manual:$wgAutoCreateTempUser, temp users are opt-in (enabled defaults to false). So the task is still potentially relevant for third parties.

Also, mediawiki.org shows no warning that a temporary account is going to be created, like it shows on regular editing. If we’re lucky, the two issues (IP user on a wiki without temp accounts, IP user on a wiki with temp accounts) can be solved with the same code.

Even the edits are now attributed to a temporary account in Wikimedia wikis, the IP is still viewable by a relatively large group of users. Of course, the warning should differ depends on whether temporary account is enabled.

Change #1343239 had a related patch set uploaded (by Sanskardubey; author: Sanskardubey):

[mediawiki/extensions/Translate@master] Show anon edit warning on Special:Translate

The standard warnings don’t highlight this, though. I’ve just learned that temp account holders (i.e. those who have already got a temp account) don’t get any warning at all, while IP users who are about to get a temp account get a warning with the following text:

Warning: You are not logged in. Once you make an edit, a temporary account will be created for you. [[{{MediaWiki:tempuser-helppage}}|Learn more]]. [$1 Log in] or [$2 create an account] to continue receiving notifications after this account expires, and to access other features.
