Allow pl.wiki 'crats to remove sysop permissions

Description

Per the community consensus, please change the configuration of pl.wiki so that the local 'crats can remove sysop permissions (per https://meta.wikimedia.org/wiki/Bureaucrat#Removing_access)

Note: The new rules only replace stewards with local 'crats; there are strictly limited cases when the permissions can be revoked. Also, please not that we do NOT allow 'crats to remove 'crats permissions

Dear SysAdmins (@Superpes15 , @Urbanecm ) just FYI: we are now electing two more bureaucrats: 1, 2 for better stability i.a. due to this change :)

Just as a note, the two votes mentioned by @AramilFeraxa have now concluded with two new bureaucrats being appointed. This brings the number of pl.wiki 'crats to a total of 5.

@Thanks for this update. Everything looks fine (10th big wiki, enough bureaucrats, a lot of edits and sysops and no objections by the SysAdmins) so the patch was deployed.
