Next request after T388723: Merge master into wmf_deploy (Mar 12, 2025).

Relevant bugs (including, but not limited to):

T389348: Migrate CentralNotice to virtual domains (couple of bits missed off)
T390633: PHP Deprecated: Use of MediaWiki\Output\OutputPage::parserOptions was deprecated in MediaWiki 1.44. [Called from CentralNotice::outputListOfNotices]

Merge may be a bit more messy due to the cherry picks for T390956: Internal error when creating/cloning centralnotice banners (Wikimedia\Rdbms\DBUnexpectedError: Banner::save: Expected mass rollback of all peer transactions (DBO_TRX set)).
