Nuke's username/IP field should not be case sensitive for IPv6 addresses

Description

I just tried to Nuke the contributions of an IPv6 address, but Nuke couldn't find any pages by them. I had copied the address from a History page, where IPv6 addresses are displayed in lower-case. When I copied the upper-case version Nuke was able to retrieve the contributions. This seems undesirable.
