Enable template favoriting on all remaining WMF wikis

Description

Once T377975 is resolved, and we're satisfied with the product, the feature flags should be enabled on all remaining WMF wikis.

  • $wgTemplateDataEnableDiscovery 2025-07-03
  • $wgTemplateDataEnableCategoryBrowser 2025-07-14
  • $wgTemplateDataEnableFeaturedTemplates 2025-07-22

For the category browser, per-wiki overrides also need to be put in place for the MediaWiki:Templatedata-category-rootcat message, which defines the top-level category that the browsing starts at.
The values for these messages can be found in the Category:Templates (Q3740) Wikidata item.
This message is also translated on Translatewiki.net, but those are the generic terms and often don't correspond to what Wikimedia wikis use (e.g. glwikipedia uses Wikipedia:Modelos but the Galician translation is just Modelos).

Oops, I forgot that the $wgTemplateDataEnableCategoryBrowser and $wgTemplateDataEnableFeaturedTemplates feature flags also need to be turned on. We said we'd do that this week and next.
