I faced the same issue multiple times in Arabic Wikipedia today. Especially when trying to open this article, or trying to show a preview before saving changes in the source editor for any article.
I can confirm this bug on enwiki, but also saw the error while checking notifications on the Android app so this error should be widespread.
That was another circuit break of Wikimedia\Rdbms\DBUnexpectedError: Database servers in extension1 are overloaded. In order to protect application servers, the circuit breaking to databases of this section have been activated. Please try again a few seconds. around 11:55 today.
