Description

Update orchestrator code (of Wikidata Fetch functions) to create (nested) instances of the the Quantity type. We are currently calling this new type Quantity in Phabricator, but its official English label hasn't been determined yet.

Desired behavior/Acceptance criteria (returned value, expected error, performance expectations, etc.)

Execution of the new code should be reliable and quick, and should return appropriate errors as needed.
