We have made changes to captions as part of the T361049. Now captions are enabled (and copied to description) by default. If users explicitly input a description, then captions are optional. This ticket is to capture the quantitative impact since June 2024.

Since making captions default in the describe step, we've seen a change from ~45% of files having captions, to ~90%; a 2x increase.
In absolute numbers, that's about 2.5M additional captions that we would not have had without this change.
