Message groups for banner only in campaigns that have ended should be dealt with properly

Description

Given that there is basic CentralNotice/Translate integration (bug 36591), when a banner with a message group is only associated with one or more campaigns that have ended[1], one of two things should be done for these message groups:

  1. They should be deregistered with Translate
  2. They should be marked as discouraged in Translate

Alternatively, this could be done a third way:

  1. bug 37141 makes it possible to register a message group with Translate. A second button could be added to deregister with Translate or discourage a message group in Translate.

I can't assess. Maybe I help you assess: I'd say that if 25% or more of translatable content is out of use because the campaigns have ended, and this amounts to 50 messages or more, you have a real time waster for translators.
