Description

Feature summary:
Currently it seems that for maintenance templates to be recognized by AWB for ordering based on MOS:ORDER, a bug report needs to be filled and then the template needs to be added to the list. See two recent examples T391758 and T391757.

We should instead use a page like we do for Template redirects, so that templates can be easily added, without needing any developer time to add any specific template.
