Not sure if this is needed, both stewards and global renamers can do account vanishing when requested via https://meta.wikimedia.org/wiki/Special:GlobalVanishRequest (or via app). And stewards can also manually vanish accounts by renaming to a random user name + locking the account (which doesn't remove the account's mail address, but if that's important to the user we could just direct them to request vanishing via the special page instead of VRT).

This will also be useful if the user is blocked in some wiki, but local community/ArbCom/etc. still support a vanish for whatever reasons.

Has this actually been requested by the people that would actually use this functionality, or is this a completely hypothetical use case?
