Description

Background

In order to implement empty search recoms in Vector (T392008) we need finalized designs of the recommendations
In order to implement empty search recoms in Minerva, we want to adapt the TAHS component in codex to work in a mobile context

User story

As a user I want a responsive search that works consistently across my devices and has the same features on both desktop and mobile

Requirements

Add task requirements. Requirements should be user-centric, well-defined, unambiguous, implementable, testable, consistent, and comprehensive

Acceptance criteria

Figma or design assets should be created for TAHS on mobile, including empty search recommendations, and the header design.
spec should be written on interactions (related to https://phabricator.wikimedia.org/T392005)
