Add Sambalpuri (spv) to CLDR

What happens?/What should have happened instead?:
The <code>spv</code> entry begins with "spv", rather than the local language for itself, which is "ସମ୍ବଲପୁରୀ". Per https://www.mediawiki.org/wiki/Help:Magic_words#Localization_functions and https://www.mediawiki.org/wiki/Extension:CLDR, the CLDR directory needs to be updated (current version is 47: https://cldr.unicode.org/downloads/cldr-47).

Software version (on Special:Version page; skip for WMF-hosted wikis like Wikipedia):
1.44.0-wmf.25: https://species.wikimedia.org/wiki/Special:Version

This does not appear to have been fixed in that patch. Nor am I seeing the "SPV" language code in CLDR anywhere obvious.

Indeed, spv is neither part of CLDR nor of the LocalNamesXx.php part. Therefore the title of this task is misleading. i will change it and claim the task.

In T277505 in September 2021, I wrote:

We need clarity as to the proper channel for requesting the addition of languages, when needed on Wikispecies, so that they can be added in a timely manner.

It seems that, after almost four years, we still don't share such clarity.

Can somebody please provide a simple, plain-text guide to what needs to be done the next time a new language is requested for this use-case?
