I think having both "Get shortened URL" and "Download QR code" in the menu is unnecessary now. If we can come up with a short label that explains you get both I think we can get rid of the download link from the toolbar.
In many websites it's just "share"? we could go with "share link" and then later in mobile turn it into actual share action.
This is exactly one of those things that having an opinion of a UX designer would be authoritative IMHO.

The Wikimedia URL Shortener feature now includes a QR code option. Wikimedia site users can now use this option to quickly share and access shared content from Wikimedia sites conveniently.
Please let me know if this wording is fine. Thank you!
A better message would be something like this:
The "Get shortened URL" link on the sidebar now includes a QR code to be scanned or downloaded.
We had QR code feature for long now, it was just under another option.
