Steps to replicate the issue (include links if applicable):

What happens?: All citation templates and/or footnotes are showing [0] in article bodies, except the References section

What should have happened instead?: It should have been started with [1] or [a]

Software version (on Special:Version page; skip for WMF-hosted wikis like Wikipedia): 2.7.50529-r-2025-04-21
