Administrators can view hidden filters themselves, e.g. here: https://en.wikipedia.org/wiki/Special:AbuseFilter/341

But they are not able to view the complete history of a hidden filter, or each individual "diff" (for want of a better word) of a change to one, e.g., the "details" link in the Abuse filter log:

That was from clicking the back to filter history link on the second link you provided - is this what you are looking for?

I filed this bug because of the disparity for administrators alone - it seems odd that they should be able to view an entire filter, but not its history and changes made to it.
