With the variables now available for use, we should provide documentation on recommendations for usage.

Background

• We need to document limitations (these variables do not work for permanent accounts)
• We should document useful consequences for matches with these variables
• Link to the IP reputation research project that is ongoing in WE4.2 (T360195)

We should probably create a first draft and then invite communities to update based on real world usage.

User story

• As an AbuseFilter maintainer, I should have access to documentation explaining limitations and suggestions for usage of the new IP reputation AbuseFilter variables.

Acceptance criteria

• A documentation page exists explaining limitation and suggestions for usage
• The documentation page has been shared with AbuseFilter maintainers in various forums
